Hillsborough County, Affordable Housing Director

Cheryl Howell serves as the Affordable Housing Director for the Hillsborough County Board of County Commissioners. She directs the administration of Hillsborough County’s local housing funds, Community Development Block Grants (CDBG), Neighborhood Stabilization Program (NSP), HOME, Emergency Solutions Grant (ESG), and State Housing Initiative Partnership (SHIP) funding. She also manages and oversees the Financial, Compliance, Fiscal, and Planning Divisions to ensure resources are maximized in our effort to improve low and moderate income communities and expand affordable housing options throughout Hillsborough County. Some of her duties include but certainly are not limited to working with surrounding local governments, various community-based, faith-based, quasi-governmental, for-profit and non-profit organizations to develop viable community projects. Howell’s many years of experience and collective work with colleagues from around the state gives her the distinctive advantage of providing thought leadership to affordable housing policies and solutions that continue to address the shifting needs of working families in the Tampa Bay Region.
