Mr. Winters is the Deputy Director for the Florida Department of Economic Opportunity’s Office of Disaster Recovery. Mr. Winters previously served with the Florida Department of Business and Professional Regulation in multiple positions, including: Director of the Division of Drugs, Devices, and Cosmetics; Deputy Director for the Division of Professions and the Executive Director of the Florida Construction Industry Licensing Board. Prior to serving in these roles, Mr. Winters was of counsel with the law firm of Grossman, Furlow and Bayó, where he specialized in construction licensing, administrative law and family law. Mr. Winters earned his J.D., with honors, from the Florida State University College of Law in 2003.
