WHAT IS REPAIR?
The REPAIR Conference | Presented by the Florida Housing Coalition
Housing outcomes are shaped by an interconnected ecosystem of people, properties, institutions, policies, and capital. A healthy housing ecosystem depends on strong relationships, clear feedback loops, and coordinated action—not isolated efforts.
Drawing on decades of practice, statewide partnerships, and emerging challenges, the Florida Housing Coalition has identified six core goals essential to a well-functioning housing ecosystem: it must be Reachable, Equitable, Permanently Affordable, Available, Innovative, and Resilient.
Together, these goals form REPAIR—a framework for rebuilding housing systems through shared knowledge, strategic investment, and cross-sector accountability. REPAIR invites housing professionals, policymakers, advocates, and funders to align efforts and move collectively from fragmentation toward system-level change that delivers lasting impact.
This year’s conference marks the first full launch of the REPAIR framework—setting a common language and shared direction for Florida’s housing ecosystem.
Why REPAIR. Why Now.
Housing challenges today are not the result of a single broken program or policy. They reflect systems that have grown more complex, more fragmented, and more strained—by rising costs, climate risk, insurance instability, workforce shortages, and persistent inequities.
Across the country, housing leaders are working harder than ever, yet too often in isolation. Policies advance without the capital to implement them. Capital is available without the local capacity to deploy it. Community voices are engaged too late. Data is collected but not consistently fed back into decision-making.
REPAIR responds to this moment.
REPAIR is a framework for building housing systems so they function as ecosystems—connecting people, policy, capital, and practice around shared goals. It provides a common language for coordination, helping diverse actors move beyond silos and toward collective impact.
Florida offers a powerful proving ground for this work. With recent policy changes, a mature network of housing professionals, and communities confronting real-time pressures—from affordability to climate resilience—Florida’s housing ecosystem is actively testing what coordinated systems change looks like in practice.
The REPAIR Conference marks the launch of this framework—inviting housing leaders to learn together, align efforts, and help shape a model that can inform housing systems nationwide.
By the end of the conference, attendees should be able to:
- Explain REPAIR in plain language
- Identify which REPAIR goal(s) their work most advances
- See how their role connects to at least one other part of the ecosystem
- Leave understanding that REPAIR is bigger than any one organization
